Senate Health and Human Services Committee to Study Efficient Use of APRNs in Texas
The Senate Health and Human Services Committee's has received an interim charge that reads as follows:
“5. Study the state's current and long-range need for physicians, nurses, dentists and other allied health and long-term care professionals. Provide recommendations for ensuring sufficient numbers of health care professionals, focusing on medically underserved and rural areas of the state as well as the Border region. Consider health care delivered by Advanced Practice Nurses in terms of access, cost and patient safety and include an assessment of independent prescriptive authority with those states in which prescriptive authority is delegated by a physician. Make recommendations to enhance the efficient use of Advanced Practice Nurses in Texas.”
Important Information Pertaining to Prescriptive Authority
As a result of the passage of SB 532, the Texas Medical Board is required to implement a prescriptive delegation registration process. Below is the information that we have received thus far about this process.
The new page for accessing the new delegation info on our website is: http://www.tmb.state.tx.us/professionals/physicians/delegatingPrescriptiveAuthority.php. This has links to the new forms as well as an explanation of the rule changes.
In addition, soon the Texas Medical Board will have posted new information regarding waiver requests and the penalties associated with violations available at: http://www.tmb.state.tx.us/professionals/np/pdwreqs.php.

The Opportunity of a Lifetime
By Mary Gail Moody, RN, FNP Co-Chair, Government Action Committee
Texas Nurse Practitioners (TNP) is accepting applications for the 2010 Carol Cody Legislative Fellowship. This is a very exciting opportunity for the right candidate. As you may be aware, 2009 was an historic legislative year for our organization. Advanced practice nurses valiantly attempted to pass groundbreaking legislation that would permanently alter NPs practice and remove unnecessary barriers. Board Authorized Prescriptive Authority will enable NPs to prescribe and diagnose under NP licenses! While we were not successful in getting those bills passed in the 2009 session, we will continue to pursue our objective in the 2011 Texas legislative session.
The individual selected to receive the Fellowship will be participating in a legislative planning retreat in January 2010 with members of the Coalition for Nurses in Advanced Practice (CNAP). He or she will attend the planning retreat sponsored by TNP in April 2010. The successful candidate will be mentored by Lynda Woolbert, Executive Director for the CNAP and Kathy Hutto, chief CNAP lobbyist.
Mary Gail Moody, TNP Liaison, Co-Chair of TNP Government Action Committee (GAC), also Coordinator of Grassroots Initiative for CNAP, will provide an overview of successful grassroots efforts. Stan Harmon, Co-Chair for GAC and Vice President of TNP will mentor the successful Fellow with hands-on legislative experiences.
The Fellowship will cover a sixteen month period beginning November 2009 extending to May 2011. The selected Fellow will attend monthly CNAP meetings, quarterly TNP Board meetings and spend one to two days in Austin per week once the session begins. A stipend is available to cover travel costs and expenses.
Duties will include reviewing bills, learning the legislative process, working with legislators, attending committee meetings and legislative sessions and strategy sessions with the lobbying team. Applicants must be members of TNP and students or graduates of NP programs. If you would like to be up close and personal with the legislative process and be involved in this historical process, I urge you to apply to be the next Carol Cody Legislative Fellow. Click here for an application. A flyer has been developed to further explain the program to interested candidates. The deadline is October 31, 2009.
