Texas Medicaid EHR Incentive Program: Deadlines for 2011 Participation
For eligible professionals (EPs) participating in the Texas Medicaid EHR Incentive Program, a deadline is fast approaching. In order to receive a payment for 2011 participation, EPs will need to do ALL of the following:
3.Be in the “Payment Pending” status by February 29, 2012.
Eligible professionals not meeting the deadlines stated above may still continue their enrollment in the Medicaid EHR Incentive Program; however, their Year 1 participation will be advanced to 2012 according to program rules.
Any EP in “Payment Pending” status by February 29, 2012, would be allowed to finish through to payment. Here are three examples for a shut down date of March 1, 2012:
1.EP 1: “Payment Pending” status by February 29, 2012 – Status remains “Payment Pending” for Attestation Year 2011, and will be carried through to payment.
2.EP 2: “In Progress” or “Not Started” status on February 29, 2012 – Attestation Year 2011 status is closed. The professional may begin attestation for participation year 2012.
3.EP 3: Registered with CMS in January or February 2012 – Since CMS registration was not complete by December 31, 2011, Attestation Year 2011 status is closed. The professional may begin attestation for participation year 2012.

NSO and CNA Expand Professional Liability Program.
Aesthetic Procedure Coverage Now Available
for Self-Employed Nursing Professionals and Healthcare Firms.
Nurses Service Organization <http://www.nso.com/> † together with CNA <http://www.cna.com/portal/site/cna> announced the release of a new optional endorsement to their professional liability insurance program that provides coverage for non-surgical aesthetic procedures.
In the past, coverage for these types of procedures was granted under the NSO program with CNA to employed individuals only. With the new endorsement CNA will provide coverage to healthcare firms and self-employed individuals working as nurses, nurse practitioners, physician assistants and medical aestheticians.*
The new endorsement adds coverage for over 100 aesthetic procedures, including:

Founding Member of TNP Loses Battle with Cancer
As many of you already know, our good friend and colleague, Terry Dickey, lost her long 3-1/2 year battle with Pancreatic Cancer on Sunday September 12th at 2:01 am. The family is asking that donations be made to the TNP Foundation "Terry Dickey Scholarship" in lieu of flowers. The foundation address is P.O. Box 2746 Bryan, TX 77805-2746.

Senate Health and Human Services Committee to Study Efficient Use of APRNs in Texas
The Senate Health and Human Services Committee's has received an interim charge that reads as follows:
“5. Study the state's current and long-range need for physicians, nurses, dentists and other allied health and long-term care professionals. Provide recommendations for ensuring sufficient numbers of health care professionals, focusing on medically underserved and rural areas of the state as well as the Border region. Consider health care delivered by Advanced Practice Nurses in terms of access, cost and patient safety and include an assessment of independent prescriptive authority with those states in which prescriptive authority is delegated by a physician. Make recommendations to enhance the efficient use of Advanced Practice Nurses in Texas.”

As a result of the passage of SB 532, the Texas Medical Board is required to implement a prescriptive delegation registration process. Below is the information that we have received thus far about this process.

AANP Announces Recipient of the 2010 NP Award for the State of Texas
Texas Nurse Practitioner, Peggy Francis of San Antonio has been named the recipient of the 2010 State Award for Nurse Practitioner Excellence from the American Academy of Nurse Practitioners. AANP Nurse Practitioner Award for the State of Texas.
The award, founded in 1991, recognizes a nurse practitioner from each state who demonstrates excellence in clinical practice, research, education or community affairs. The AANP will honor Francis during its 25th National Conference being held June 23-27 in Phoenix.
Francis directs Urology San Antonio’s Center for Urinary Control and co-directs its Center for Female Sexual Medicine. She provides diagnostic testing and non-surgical treatments for pelvic health problems including bladder leakage, pelvic pain and female sexual dysfunction.
Francis is certified as a Family Nurse Practitioner by the American Academy of Nurse Practitioners and American Nurse’s Credentialing Center. She holds additional certification in Gynecologic and Reproductive Health Care and as a Menopause Clinician from the National Certification Corporation.
She received her Bachelor of Science in Nursing from the University of Texas at Arlington in 1980. She earned her Master of Science in Nursing and Family Nurse Practitioner certificate from the University of Texas Health Science Center at San Antonio in 1997. In May 2008 she earned her Doctor of Nursing Practice from Case Western Reserve University.
